About Ramón-Luis Nieves, Esq.
With over 25 years of trial, corporate, and policy experience, Ramón-Luis Nieves leads RL Legal & Consulting Services as its Managing Member. He began his career as a courtroom lawyer and notary public, then spent six years as Vice President and In-house counsel at a financial institution before returning to private practice.
Elected Senator for the District of San Juan (2013–2016), Ramón-Luis chaired the Senate’s Energy and Banking committees, sponsored 45 laws, and drove landmark energy reforms, including creating the Puerto Rico Energy Bureau (Act 57-2014). He also helped shape Act 17-2019 (Energy Public Policy) and Act 258-2018 (electric cooperatives).
Ramón-Luis testified before the U.S. Congress on postMaría grid recovery, served as an expert witness in PREPA’s bankruptcy, and on December 15, 2024, then Governor-elect Jenniffer González appointed him to the Working Committee for Puerto Rico’s Energy Transformation.
In addition to his legal and policy work, Ramón-Luis is a published author and an active musician, composer, and recording artist. He frequently appears in local and international media to discuss Puerto Rico’s evolving energy landscape.
