Welcome to RL Legal & Consulting Services
After eight years, I finally decided it was time to create a website for the firm. Looking back, these years have been nothing short of a roller coaster ride.
Since I was 15 years old, I had set two clear goals for myself: becoming a lawyer and a senator. After twelve years practicing law—both in private firms and as Vice President and in-house counsel of a financial institution—the people of San Juan elected me to the Senate of Puerto Rico.
Serving the people in the Senate was the privilege of a lifetime. Every educational and professional decision I had made since my teenage years was aimed at reaching that point. During those four intense years, I chaired the Energy and Banking Committees, sponsored 45 laws—including landmark legislation on energy reform and civil rights—and learned lessons that still shape my work today.
On January 9, 2017, just days after leaving the Senate, I founded RL Legal & Consulting Services, LLC. The firm started with no clients. By summer, things began moving forward—until Hurricane María struck. With courts and the Registry of Property closed, it felt like going back to square one.

Those months after María were some of the most difficult of my life. For the first time, I even considered relocating to the United States. But then, new opportunities emerged.
In October 2017, I was invited by a U.S. Congressional subcommittee to testify on Puerto Rico’s recovery efforts in the energy sector. Shortly after, I attended a U.S. Green Building Council conference in Boston, and later at a panel organized by our diaspora in Washington, D.C. on Puerto Rico’s energy challenges. These experiences opened professional doors and gave me the clarity to move forward.
It took about a year for the firm to truly take off, but since then RL Legal & Consulting Services has been on a steady path. Today, after eight years, I am proud to offer legal and consulting services in diverse areas: energy law, inheritance law, government affairs, corporate law, notarial law, commercial and real estate law, and civil litigation.
This is my first blog post. Through this space, I look forward to sharing thoughts on legal and policy issues that matter, both in Puerto Rico and beyond.
Gracias for reading—and stay tuned!
